'Do as they say' devo must end

Central-local relations require reform before efforts at devolution and levelling up can truly work, writes Dr Arianna Giovannini.

Attempts at devolving power as a means to address regional inequalities have had ebbs and flows in recent years.

Yet, the Levelling Up White Paper and Levelling Up and Regeneration Bill seem to give a new boost to both, opening new opportunities for local authorities to ‘enhance' existing devolution deals, or get new ones agreed.
