Evidence on the need to re-set the system continues to pile up

This is the core of the centre’s problem: its lack of understanding of the huge untapped potential that could be unleashed if the local level was properly empowered and resourced, says Dr Arianna Giovannini.

Listening to Matt Hancock shaming local government for the management of the pandemic before the Covid inquiry, arguing he didn't have the powers to intervene on matters like protecting care homes, was quite frankly maddening.

Council leaders, like Bev Craig in Manchester, promptly replied on social media showing that plans were in place, and in some cases local government was faster than its central counterpart in responding to the effects of the pandemic on the ground.
