Real levelling up requires real investment in our regions

The carousel of contradictory decisions on Northern Powerhouse Rail might serve the centre in an attempt to balance the books, but does nothing to boost growth or level up the country, says Dr Arianna Giovannini.

The basic promise of levelling up is to provide decent lives and opportunities for all.

Reliable public transport is one of the essential components to achieve this. It helps connect communities and allows people to access education, training and work, while promoting business activity and helping the environment.
