Regional government has been subject to ‘endless tinkering' which has damaged effective devolution and Britain's economic performance, a damning study of Whitehall policy has found.

A report by the Institute for Government (IfG) published today concluded that while the UK is still one of the most centralised countries in the world endless ‘churn' in sub-regional policy by successive governments has hindered the economy and citizens.
