Devolution to England's cities must go beyond chancellor George Osborne's plans for the likes of Manchester, a leading academic has warned.

Mr Osborne recently announced plans to hand powers over £1bn worth of spending, including transport and policing, to a directly-elected mayor in Manchester – hailing the proposal as a step-change in devolution within England.
