It has long been argued that the revenue support grant system is not equitable as it continually produces 'winners' and 'losers'. The coalition Government has given a clear indication that the way we will be financed in the future is about to change and there is a stronger possibility than ever that the RSG system will be replaced. Recent business rates and council tax benefits documents have certainly indicated a change in thinking.
