Leaders at Wigan MBC have called for powers to force by-elections in order to kick-out troublesome councillors.

The leaders of the Conservative, Labour and Independent groups at Wigan this week urged communities secretary Eric Pickles to introduce a ‘public right of recall' in consultation with councils and MPs.
