Some combination of senior councillors and officers is at fault when it comes to council failures so the onus must be on the likes of the LGA, Solace, CIPFA and others to help prevent such cases arising in the first place, says Abdool Kara.

In February 2020 the National Audit Office (NAO) published its Local authority investment in commercial property report.

It put important new data on council borrowing for commercial investment into the public domain. We subsequently presented our findings at many conferences. At one of these a senior Local Government Association (LGA) councillor displayed a photo of an NAO colleague, describing her as ‘the enemy', implying the NAO was seeking to curtail council borrowing.
