Focusing on staff is critical when financial challenges can often mean investment in them is deprioritised at a time when it is needed more than ever, says Sheila Oxtoby.

Last year, we insourced a joint venture company to deliver services, including refuse collection, street cleaning and grounds maintenance.

After careful consideration, we decided on a wholly-owned council company structure, due to the last 10 years of recruitment making it virtually impossible financially to bring these services back to the council.
