As Britain prepares for its third prime minister in seven weeks – with former Conservative chancellor and local government minister Rishi Sunak now the firm favourite for the role – it seems increasingly likely that former PM Liz Truss' flagship investment zones programme will be either heavily watered down – or postponed.
