Councils will be handed control of back to work programmes under a Labour Government, shadow minister Jonathan Ashworth announced today.

Speaking to the Work Foundation think-tank, Mr Ashworth confirmed his party would devolve day-to-day control of job creation and support programmes to mayors and town halls.
