Thurrock Council's leader has threatened a judicial review of Highways England's plan for a Lower Thames Crossing.

Councillors are concerned that the proposed new tunnel under the River Thames – linking Essex and Kent - would stymie Thurrock's ability to deliver new housing as part of its Local Plan.
