What will the two leadership candidates mean for councils?

It is clear there are some major differences in the two Conservative leadership candidates' likely approaches if they win the top job, but it is less clear what they might mean for local government, says Sheila Oxtoby.

Those of us who have been working in local government for some time are no strangers to uncertainty.

This summer we have the added complication of the Conservative leadership election, and the de facto choice of a new Prime Minister. While in theory both candidates were elected on the same manifesto, it is clear there are some major differences in their likely approaches if they win the top job.
