Putting councils at the centre of counter-terror strategies could allay community fears they are a front for state surveillance, experts have told The MJ.

However, Whitehall's former community cohesion tsar, Dame Louise Casey, warned reforms to counter-terror strategies announced this week would only work effectively if ministers fully fund new responsibilities for councils and other local partners.
