Four of the first five care homes for disabled people to be inspected following the emergency introduction of spot-checks last summer have failed to meet essential care standards, it has been revealed.

Ministers ordered a programme of spot-checks on disabled care centres recently, after a BBC documentary alleged there had been a regime of systematic mistreatment of residents at a centre near Bristol, Winterbourne View, run by private firm Castlebeck.
