Mandarins 'unwilling' to give honest advice

The former head of Scotland’s civil service has claimed senior officials are unwilling to provide their ministers with unwelcome advice.

The former head of Scotland's civil service has claimed senior officials are unwilling to provide their ministers with ‘robust' and unwelcome advice, in case it hurts their career prospects.

Sir John Elvidge, who recently retired as permanent secretary to the Scottish Government, said public servants north of the border were not ‘a heroic band of fearless knights, wishing to challenge crude political orthodoxies'.
