A ‘metro mayor' is ‘the best single solution to the leadership gap' constraining Liverpool's growth prospects, a high-level report on the city's business potential has concluded.

A study commissioned by the Department for Business, Innovation and Skills (BIS) claims Liverpool has ‘accomplished a great deal' in recent years, but argues that ‘much more remains to be done for it to achieve its full potential'.
