Minister: local benefits 'will underpin' ESA reforms

Lord Freud says local benefits system will underpin his contentious ESA reforms.

Welfare minister Lord Freud has said that locally-administered benefits – such as housing and council tax support – will underpin his contentious reform of Employment Support Allowance (ESA), providing a safety net for affected families.

Speaking after peers in the House of Lords rejected Government proposals to means-test the benefits of young disabled people and cancer patients, Mr Freud said the coalition would still continue to pursue the reforms.
