Local government ministers are expected to publish their review of local government finances late this afternoon, outlining plans for councils to retain a larger share of business rates and a new borrowing regime designed to kick-start growth.

The findings from the Local Government Resource Review (LGRR) are likely to be published in a white paper presented to parliament.
