Whitehall officials have finally indicated that health secretary Andrew Lansley's controversial NHS reforms are behind a rapid rethink of plans to throw open public service provision to a wider range of private companies, staff mutuals and charities.

Whitehall's worst-kept secret was effectively made public last week, when the Cabinet Office published a revised timetable for its delayed Public services reform White Paper.
