One of the architects of the Northern Powerhouse has called for a five-step devolution of fiscal powers for mayors and council leaders.

Vice-chair of the business-led Northern Powerhouse Partnership (NPP), Lord Jim O'Neill, today called for swift fiscal devolution to follow the Government's announcement last week to hand full control over multi-year settlements across combined authorities in the West Midlands and Greater Manchester.
