Labour must avoid the temptation to proscribe to councils how community budget-style spending should be undertaken, one of the party's rising stars has warned.

Speaking at a fringe event, Cllr Claire Kober, the leader of Haringey LBC, praised senior Labour MPs' intensifying interest in devolved early-intervention programmes designed to tackle local problem families.
