Sector-led improvement review teams need to be better prepared and more consistent, an independent study of the Local Government Association's (LGA) corporate peer challenge (CPC) has found.

Councils should be prevented from cherry-picking lead peers so that the process remains as robust and independent as possible, the review by the Centre for Local and Regional Government Research concluded.
