PHE 'aware' council using public health cash for social care

Public Health England (PHE) was broadly aware Northamptonshire CC was using its cash to plug holes in adult social care, senior sources have claimed after it emerged the agency was attempting to clawback up to £10m.

Public Health England (PHE) was broadly aware Northamptonshire CC was using its cash to plug holes in adult social care, senior sources have claimed after it emerged the agency was attempting to clawback up to £10m.

Northamptonshire's Conservative leader, Cllr Heather Smith, has admitted that some of the £70m the council received from PHE between 2015 and 2017 ‘may have been spent in adult social care'.
