Lack of clarity over Whitehall policy is hindering the use of local planning regimes to tackle climate change, new research has warned.

A study commissioned by the Committee for Climate Change (CCC) - the Government's independent advisers - warned local planners were struggling to mitigate and adapt to climate change due to a lack of trust across central government.
