After being left on the sidelines for years, county councils are now firmly at the heart of the Government’s levelling up ambitions, writes Simon Edwards.

Many column inches in The MJ over the last few weeks have been dedicated to analysing what the Levelling Up White Paper means for local government.

To effectively analyse its significance for County Councils' Network (CCN) members, we need to cast our minds back to 2015, the original ‘devolution revolution' under George Osborne.
