Rewriting the Green Book

With a Government review of the Treasury’s investment Green Book under way, Martin Ford looks at local government’s efforts to secure changes that could prompt a seismic shift in national spending priorities.

 The impending Spending Review has provoked a storm of lobbying from across local government in recent months, with a natural focus on funding.

However, some elements of the sector have concentrated their efforts on a different prize – the Government's review of the Treasury Green Book, the Whitehall bible for ensuring value for money when deciding which projects should receive public funding.
