An assurance review of Operation Augusta, a multi-agency operation launched after the 2003 death of 15 year-old Victoria Agoglia, who was in council care when she and other children were targeted by an organised gang, found public bodies knew youngsters were suffering ‘profound abuse…but did not protect them'.
