Housing minister Grant Shapps has pledged support to a military covenant which will prioritise council housing for troops returning from international war zones.

Under current rules outlined by The Daily Telegraph,local authorities dealing with social housing applications are only obliged to give ''reasonable preference'' to vulnerable people such as the homeless, those in overcrowded accommodation or those with medical needs.
