It seems the moment George Osborne stepped down from his party conference speech, the questions over business rates started to fly – and top of the list was the thorny issue of redistribution.

Despite the scaremongering, it was always clear there would need to be some aspect of equalisation in order to make devolved business rates work – despite what Westminster and Hounslow may wish for.
