Local government's huge 1980s outsourcing programme played a significant role in increasing national income inequalities over the past three decades, a report by the Trades Union Congress has claimed.

A TUC study of wage deals since the late 1970s, published on 6 June, suggests many people on middle or low incomes have barely seen real-terms improvements to their incomes – in contrast to senior managers providing outsourced public services.
