Surrey CC has scrapped plans to hold a referendum on whether to increase council tax by 15%.

Leader David Hodge, who is also leader of the Local Government Association Conservative group, said he was ‘willing to take a risk' that a solution for social care ‘would soon be found,' but refused to give further details.
