Surrey's 'volunteer libraries' plan ruled unlawful

Surrey County Council's plan for 10 libraries to be run by volunteers was today (3 April) ruled unlawful by the High Court.

The county had planned the handover to charity and voluntary groups in order, it claimed, to keep its 52 libraries open during the ongoing period of public spending cuts.
