Chancellor, George Osborne, has been accused of planning to use local government to create a ‘slush fund' for the Government's 2015 general election pledges.

The warning was issued by former local government minister, John Healey, during a debate on the Local Government Finance Bill on 18 January, which again raised questions over the coalition's plan to allow authorities to retain a greater share of business rates.
