The riots that engulfed England over the summer could happen again unless urgent action is taken by central and local government, the panel charged with investigating the incidents has warned.

In its interim report published on 28 November, the independent Riots Communities and Victims Panel found that there were many individual causes and motivations for the disorder that broke out between 6-10 August.
