Government departments that lack regional structures have struggled to engage with place-based initiatives designed to improve service delivery, an ongoing Whitehall review has found.

A review by the Department for Levelling Up, Housing and Communities (DLUHC) of the Partnerships for People and Place (PfPP) programme, which is testing whether closer working between Government departments and local places can benefit residents, found ‘variation in the extent of central Government engagement'.
