People who work or volunteer should be given priority on council house waiting lists, Labour Party leader, Ed Miliband, claimed this week.

In a speech on ‘fairness' in central London on 13 June, Mr Miliband dismissed critics who have attacked him for failing to produce a detailed policy agenda since taking over as Opposition leader last autumn – and revealed embryonic plans to reward people who contributed to the community ahead of benefit claimants.
