The Government has been accused of side-lining councils in its Civil Society Strategy.

The document published by the Department for Digital, Culture, Media and Sport last week included pilots of citizens' juries and online polls on ‘community issues', direct public ownership of community buildings, citizen commissioners, a review of statutory youth services and funds for youth employment and affordable credit.
