A Whitehall mandarin has heard of the fallout from emergency measures aimed at easing hospital bed blocking this winter.

Speaking at the Local Government Association (LGA)'s councillors' forum, chair of the organisation's community wellbeing board, David Fothergill, highlighted problems with the £200m discharge fund announced earlier this month.
