A council that banned all non-essential spending more than a year ago is still on the brink of a section 114 notice. 

Officers said in a report to senior councillors at Windsor and Maidenhead BC, which has been in formal talks with the Ministry of Housing, Communities and Local Government about Exceptional Finance Support (EFS) since May, the council still faced a s114 notice unless it made significant savings and secured additional government support.
