A ‘pungent whiff of scandal' surrounds the Government's refusal to publish key details about how its £300m transitional grant was allocated, a senior councillor has claimed.

Nottingham City Council deputy leader, Cllr Graham Chapman, made the claim as he took his demand to the Information Commissioner watchdog, and threatened to involve MPs and other councils.
