It can be difficult, what with local reorganisation activities and a deadline bearing down on you, to focus one’s mind on just district matters, as all aspects of public service delivery collide in a whirl of disconnected moments, only now beginning to fall together under one – or in our case, two – umbrellas.

Thankfully, those residents, businesses and visitors we serve soon remind you of what you are there to do, and do well. Public sector reform isn’t on their list of priorities.
