Councils withhold £32m from PFI providers

Research has found that £32m was withheld from Private Finance Initiative (PFI) providers over performance issues last year.

Almost half of the total - £14m - was held back by Birmingham City Council in a long-running dispute over a roads maintenance contract with Amey that led to the two sides going to court.
