Nine councils have reached agreements with the Government totalling more than £300m to wipe out their special educational needs (SEND) deficits.
The authorities are among those with the most substantial deficits in their ring-fenced Dedicated Schools Grant (DSG) budgets and will receiving funding in exchange for reforming services.
