Greg Clark was heard describing the current programme of devolution to England’s City Regions as ‘radical’ - even ‘revolutionary’. Indeed, this is the most control cities have had over their economic and social destiny since the 19th Century.

However, the findings of NLGN’s latest report Devolution Revolution: The next steps to deliver outcomes suggest that while responsibilities have been relocated within the hierarchy of government, cultures of governance have not been equivalently transformed.
