With this month’s ‘No’ vote, the question of Scottish independence is done and dusted. But a new independence debate is just beginning – the debate on independence for local government and local communities in England.

Recent talk of ‘English only’ votes in Parliament might answer the ‘West Lothian Question’, but it leaves deeper questions on real local powers unanswered.
