Looking back, the early years of public sector austerity seem a somewhat simpler time.

Service transformation, downsizing staff, doing more with less – or even less with less – may have seemed a tough call a decade ago but in the current complexity it’s a straightforward equation: cut your cloth according to your cash.

Now central and local government are both caught in the crossfire of a series of crises. Fresh from a COVID crisis, all attention has pivoted towards Ukraine; the impending refugees and accompanying oil crisis.
