What is a local authority chief executive for? Not so long ago, the answer was very clear. Their job was to run a council, improve its public services, and deliver a four star rating from the Audit Commission. But since 2010 things have become a great deal more complicated.

Of course services still matter, but local government’s role in leading places has become at least as important.
